As Chair, responsible for the overall operation of an academic department that consists of 14 full-time faculty members, a course manager for credit-free offerings, two administrative assistants, student assistants, and approximately 50 part-time faculty members. Department personnel are located throughout the service area covering three college campuses and an education center in the tri-county area of Charles, Calvert, and St. Mary’s Counties of Southern Maryland. The Department of Business, Economics, and Legal Studies offers degree and certificate programs in Accounting, Business Administration, Criminal Justice, Management Development, and Paralegal Studies. Recently launched a new program in Entrepreneurship & Small Business Management and in the process of developing a program in Hospitality Management. Responsible for department planning, budgeting, and academic delivery of more than 150 credit course sections for almost 3000 (duplicated) students per semester. Have cost center responsibility for annual budgets that exceed $1.6 million. Additionally, the department offers dozens of credit-free courses to several hundred students including a large offering of online classes each semester. Chair Business Programs Advisory Council consisting of more than a dozen external stakeholders from business, government, academic, and other organizations throughout the tri-county area. Also active on several college committees involving strategic enrollment management, distance learning, outcomes assessment, and other areas of strategic importance. Serve on numerous outside committees including co-chair of Charles County Chamber of Commerce Education Committee.

1991 - Present: Professor, Department of Business, Economics, and Legal Studies, College of Southern Maryland, Leonardtown, MD

As full-time faculty member, presently teach Principles of Economics II (Microeconomics) each semester. Have taught a wide variety of courses in Economics, Business, Marketing, Management, Customer Relations, Accounting, Business Mathematics, Government Contracting, and related subjects. Prepare course syllabi, lesson plans, teaching aids, exams and other instructional materials. Conduct classroom and individualized instruction and assessments, both in the classroom and online. Teach web-based Management and Marketing classes using WebCT e-Learning platform. Have also taught in Maryland Interactive Distance Learning Network (MIDLN) lab to all three college campuses and other sites around the state. Prepare and conduct credit-free contract training for local businesses and organizations. Have also served as St. Mary's campus representative on Senate Executive Board (SEB) of Faculty Senate, and campus coordinator for the college's cooperative education (Co-op) program, interfacing heavily with local private and public employers. Also served as college campus/faculty liaison for University of Baltimore (UB) partnership program in business management studies.

Fall 2003: Adjunct Faculty, University of Baltimore, Baltimore, MD (course taught at CSM Leonardtown)

As an adjunct faculty member, taught first face-to-face higher level undergraduate course in Entrepreneurship in Fall '03 semester as part of CSM/UB partnership program. Prepared course syllabus, lesson plans, teaching aids, exams and other instructional materials. Capstone project of course was group-prepared business plans presented to a team of five business panel members from the local community, including representatives from the local Chamber of Commerce, county government Economic & Community Development office, CSM Entrepreneurship and Leadership Center, a local bank officer, and a small business defense contractor.

Fall 2000 - Present: Adjunct Faculty, Florida Institute of Technology, Patuxent River Graduate Center, Patuxent River, MD

As an adjunct faculty member, teach graduate courses in Marketing, Business Policy, also e-Business and Information Systems. Prepare course syllabi, lesson plans, teaching aids, exams and other instructional materials, including online courses using Blackboard e-Education platform.

Summer 1999: Visiting Faculty Fellow, Oregon Graduate Institute of Science and Technology, Beaverton, OR

For the Department of Management in Science and Technology, prepared and taught a special topics course, MST581 Science, Technology, and Public Policy. Conducted dissertation research of "Silicon Forest" hi-tech firms. Fellowship was funded by Intel.

1998 - 2005: Adjunct Instructor, Department of Economics, St. Mary's College of Maryland, St. Mary's City, MD

As a part-time faculty member, taught "business track" economics courses in Management and Marketing. Prepared course syllabi, lesson plans, teaching aids, exams and other instructional materials, including extensive use of instructional technologies (including Blackboard) in Kent Hall.

1994 - 2000: Research Assistant, School of Public Policy, George Mason University, Fairfax, VA

Researcher in various Technology Policy projects including major contributions to a book co-authored by Ph.D. advisor and entitled "The Complexity Challenge: Technological Innovation for the 21st Century." Previous work included support of Intelligent Transportation Systems (ITS) programs and initiatives. Prepared several draft papers for formal publication by senior faculty members. Also taught or assisted in the teaching of courses in public policy and statistical methods.

As an independent contractor, assisted local Department of the Navy (DoN) clients by developing operational policies and procedures, strategic and organizational plans, product development and marketing strategies, acquisition documentation development, cost estimation, financial analysis, and other technical management support services.

Prepared and taught business courses in the areas of Economics, Business, and Mathematics.

1987 - 1991: Associate, Booz, Allen & Hamilton Inc., California, MD

Provided technical management support to the Naval Electronic Systems Engineering Activity (NESEA), St. Inigoes, MD. Lead a staff responsible for DoN Computer Security technical support, computer systems analysis, and technical management support of Tactical Communications Systems programs. Other duties included financial and operational planning, program scheduling, technical and cost performance monitoring, economic (cost/benefit) analysis, acquisition documentation development, briefing support, and technical resource management. Developed working knowledge of federal government and defense acquisition regulations, directives, and other official guidance (FAR/DFAR). Was actively involved in numerous business development and marketing initiatives at NESEA and the Naval Air Test Center (NATC) Patuxent River, MD. Also prepared and conducted several internal training seminars including Government Contract Marketing, Consulting Skills, and Preparing Client Presentations.

District/Regional Marketing Manager: Managed marketing and sales support activities for hardware installation, maintenance, and support services within Maryland, Virginia, Eastern Pennsylvania, Delaware, and Washington, DC. Products included a wide range of on-site, off-site, and carry-in services. Developed business plan, staffing model, and organizational structure to market Network design, implementation, and project management services. Consistently met or exceeded market penetration, retention and revenue forecasts. Previously responsible for management of federal government service proposals in response to RFP/IFBs. Assisted in annual GSA schedule negotiations.

Product Market Support Manager: Managed corporate field reporting and analysis program responsible for worldwide product performance, quality, and cost measurement during field installation and warranty. Prepared and negotiated annual Corporate Warranty Services budget in excess of $200M.

Product Market Support Engineer: As product support engineer, provided corporate-level technical support on minicomputer systems and peripheral products to field offices through phone support and fly-away site support. Developed maintenance, logistics, training and other support services plans for new products.

1974 - 1976: Field Service Engineer, Burroughs Corporation (now Unisys), McLean, VA

Performed on-site technical support on mainframe computer systems at Bolling AFB, Fort Meade, and NATC Patuxent River.
