Tax Cuts Help Whom?

It appears that the United States Senate will follow the lead of the House of Representatives and pass some form of the Bush tax cut. This tax cut is a return to Reaganomics, the idea that giving to the wealthy will cause them to invest. In reality, tax cuts have never really improved the economy. Some (conservative) economists like to say that the effects are not immediately noticeable, and the tax cuts of the Reagan administration was what actually caused the economic boom of the Clinton administration. Yeah, right. Is it coincidence that it takes the same number of years for a tax cut to take effect as it takes for a Democrat to get into office? Or is it coincidence that the effect ends the minute the Democrat leaves? Maybe it was the fact that Clinton balanced the budget and ran numerous programs to help the lower classes. Bush, however, is going in the opposite direction. Diving head first into a record deficit and taking away much needed social services. I won't be surprised if and when the economy improves the next time a Democrat gets into office, the same (conservative) economists claim that it was Bush's forthought that just happened to coincidently take effect when the Democrat takes office.
